Poland’s Presidency of the Council of the EU in 2025

Enhancing Accessibility in Public Administration

How can public administration better serve older citizens and people with disabilities? This crucial question was at the heart of a recent discussion on accessibility in the civil service, organized within the European Public Administration Network (EUPAN). The presentation explored best practices, legal and organizational measures, and key areas of accessibility—ranging from digital services to architectural and communication improvements. Participants reflected on the progress made and the main results achieved, highlighting the need for continuous efforts to build a more inclusive administration.

Welcome to the Polish Presidency

Poland’s Presidency of the Council of the EU in 2025

Dear EUPAN Colleagues,

from January to the end of June 2025 Poland has the privilege of holding the Presidency of the Council of the European Union. As the Head of Civil Service responsible for Poland’s government administration staff , it is both an honour and a pleasure for me and the Polish Presidency team to welcome you all and to invite you to cooperate with us over the next six months.

I would like to express my appreciation for the efforts and dedication of the previous presidencies, which significantly contributed to the effective implementation of the EUPAN Strategy Paper 2022-2025. This work serves as a valuable input and inspiration for the development of the next SP 2025-2028 during Polish Presidency. I am convinced that our inclusive and collective work on the draft strategy will enable us to present the final, comprehensive document to Directors General for approval during their meeting in Warsaw in May 2025.

During the Polish Presidency we plan several initiatives that will ensure the continuation of work under previous presidencies and further implementation of the three-year strategy.

In cooperation with the University of Vaasa in Finland and prof. Christoph Demmke, we have already launched the study “Innovation and Effectiveness of Good Governance and Ethics Policies in central public administrations in Europe”. In this way we have decided to update the previous study, conducted during the first Polish Presidency in EUPAN in 2011, while assessing the effectiveness of ethics policies during times of change and innovation.

I also invite you to contribute to the second survey we will launch during this semester. It will focus on solutions dedicated to well-being and work-life balance.

We will have the pleasure to host the 10th European CAF Users’ Event in cooperation with the CAF Resource Centre in EIPA. The conference aims to stimulate discussion on the benefits of CAF for organisations and societies as a whole

During the meetings within the Polish Presidency in EUPAN we would also like to discuss and exchange experiences with you on other topics included in the Strategy Paper. We will organise workshops, panels and discussions on AI and new technologies in public administration, accessibility of public services, the greening of public administration and innovation.

I hope you will find the agenda of the Polish Presidency in EUPAN interesting and aligned with your priorities and interests.

I would like to take this opportunity to congratulate and thank preceding Hungarian Presidency for their professional, effective and inclusive leadership within the network.

We look forward to welcoming you to Warsaw and continuing to work together for quality public administration and public services in Europe.

Farewell Letter of the Hungarian EUPAN Presidency

Dear Colleagues, 

As the Hungarian Presidency of the European Public Administration Network (EUPAN) comes to an end, we reflect with gratitude and pride on the achievements made together. We would like to express our heartfelt thanks to all who contributed to this successful journey. 

We extend our gratitude to the Directors-General, colleagues, and guest speakers whose active contributions made our events and projects a success. We are equally thankful for the support and collaboration of the European Commission, as well as all member and observer states, whose efforts were instrumental to the achievements of this presidency. 

The Hungarian EUPAN Presidency programme was realised through the combined efforts of the Ministry of Public Administration and Regional Development and the Ministry of Interior. Esteemed experts from Hungarian universities, related agencies, and international partners—including DG HR, DG Reform, the European Commission’s Joint Research Centre, the European Institute of Innovation and Technology, EIPA, and ReSPA—greatly enriched our activities. 

During our term, we prioritised fostering collaboration and innovation across four key areas: 

        1. HR Policy Development and Generational Research

    • Addressing the ageing civil service in Europe through research and workshops, focused on recruitment, generational management, and employer branding.

        2. Digital Public Services and AI Integration

    • Highlighting advancements like life event-based public services and omnichannel solutions for citizens. Discussions emphasised AI’s potential to transform public administration, focusing on transparency, trust, and adaptability.

        3. Greening Public Administration

    • Leading sustainability efforts through the study “Towards Green Public Administration: Goals and Principles” and workshops encouraging inclusivity and eco-conscious practices in governance.

        4. HR-Supported Government Decision-Making

    • Introducing the Hungarian Governmental Personnel Decision Support System, a groundbreaking tool integrating HR data from over 260,000 public sector employees. It supports strategic decision-making by automating data collection and analysis, enabling efficient workforce planning.

Through surveys, research, workshops, and discussions, we fostered the exchange of experiences and best practices across the network, emphasising the importance of European cooperation in tackling shared challenges and advancing administrative excellence. 

We are proud of the progress made in deepening dialogue within EUPAN, and we hope that the insights gained will inspire future efforts to keep the network a catalyst for innovation, sustainability, and inclusivity in public administration. 

A key milestone of our term was Albania’s successful accession to EUPAN as a permanent observer state. This achievement strengthens ties with the Western Balkans, a region of strategic importance, and underscores our commitment to fostering regional stability, collaboration, and integration into European frameworks. This step reflects our mutual dedication to advancing shared progress and closer partnerships in the region. 

As we conclude our semester, we extend a warm welcome to our Polish colleagues, who will lead the next EUPAN Presidency. We are confident their expertise and vision will steer the network towards new milestones and further advance our shared mission. 

We would like to thank you for your trust, engagement, and support throughout the Hungarian Presidency. It has been an honour to serve this dynamic community. Together, we have set the stage for continued collaboration and excellence in public administration, and we look forward to building on this momentum in the years to come. 

As we pass the torch – notedly the bell, we also wish you and your loved ones a joyous holiday season filled with peace, happiness, and success in the year ahead.

EUPAN Handbook modification

Dear colleagues,

Hereby, you can find the EUPAN Handbook updated by the Hungarian Presidency in the following two technical points:

  • The Handbook listed all observer countries, and as there has been a big change in their number recently, therefore the list has been removed to avoid future changes in the Handbook in case of new countries. The actual list of the observer countries by name is available on the EUPAN website. Consequently, on page 15, the listing of the observer countries is deleted, and the sentence “The current list of the observer countries is available on the EUPAN website.” is included.
  • Specification of page 23, that the WL and DG Secretariats meet usually online.

Welcome to the Hungarian Presidency

Dear colleagues,

We are delighted to welcome you as Hungary takes on the Presidency of the European Public Administration Network (EUPAN) for the second time.

In this era of rapid changes and uncertainties, we continue to navigate turbulent times filled with challenges. These persistent difficulties make it more crucial than ever to rely on practice-based cooperation and forums like EUPAN.

We are committed to fostering collaboration, sharing best practices and advancing administrative excellence across member and observer states along the following priorities:

  • Legal and structural development of HR policy and generational research;
  • User-friendly digital public services on mobile devices and the future use of AI;
  • Greening of public administration;
  • HR government decision-making support.

We will address these themes through research among member and observer states and within our public administration, by inviting guest speakers and by organising workshops. In line with EUPAN traditions, we aim to provide ample time and social space for interactive discussions and informal exchanges of experiences.

We would also like to take this opportunity to thank our Belgian colleagues for their outstanding work and performance during their term, setting a high standard for us to follow. Nonetheless, we are eager to meet this challenge as we assume the duties of the EUPAN presidency.

As you may know, this responsibility is shared by the Ministry of Public Administration and Regional Development, along with the Ministry of Interior. We will undertake the professional tasks related to academia in close collaboration with Ludovika University of Public Service.

We look forward to welcoming you to Budapest and continuing our fruitful cooperation. Let us seize this opportunity to strengthen our network and create a lasting impact.

End of the Belgian Presidency

Dear Colleagues,

As the Belgian presidency comes to an end, we can now look back at the past six months with much gratitude and satisfaction with the work that was done.

First, we want to sincerely thank all European Ministers, Directors-General, colleagues and guest speakers who played an active part in our various events and projects. We also want to thank the European Commission for the contributions and support during the Belgian presidency. Fostering fruitful dialogue within the network was one of our main objectives, and it’s thanks to everyone’s involvement that we’ve achieved it.

Throughout our presidency, we have focused on the human resources challenges that the Public Administration is facing today and will face in the near future in the context of a fundamental transformation of society and the civil service. We have addressed this central topic during the various EUPAN meetings and have established the link with the other networks DISPA and EPSO by means of presentations and workshops that have delve into the following specific themes:

  • Future perspectives
  • Evidence informed policy-making
  • Wellbeing for public agents
  • Ethics and Integrity
  • Equity, Inclusion and Diversity
  • Attractiveness of the civil service
  • Sustainable government
  • AI and technology
  • Transnational European collaboration and dissemination of public sector expertise

The Ghent Declaration signed by all parties during the Ministerial Meeting at the end of February tackles those challenges and reaffirms the significance of European collaboration in dealing with them. The Directors General in charge of public administrations were invited to take into account the conclusions of the Ghent Declaration through dialogue and exchanges of good practices and within the framework of EUPAN and its strategy paper. This will form an inspiration for future work.

Furthermore, during our presidency, we carried out a pilot project to define the contours of a future European HR benchmark. The project started with a survey report on HR indicators in each Member State. After holding workshops and discussions at various levels within the network, the project also produced a draft approach for the future. We hope to have laid the foundations for a joint initiative in this area, which can be developed by future Presidencies of the EUPAN network.

And, finally, under the Belgian presidency 2024, the EUPAN network also granted observer status to two new members: Moldova and Ukraine.

It is now time to hand over to our Hungarian colleagues and we wish them all the best with the promising programme for their presidency.

Welcome to the Belgian Presidency

Dear colleagues,<

On behalf of the entire Belgian EUPAN Team, I am pleased to welcome you to the Belgian presidency of the Council of the European Union. I am excited about the upcoming six months, during which our primary focus will be upon fostering fruitful dialogue within the EUPAN network.

I also wish to express our appreciation to the previous presidencies for their contribution to the network and to extend our congratulations to our Spanish colleagues for their dedicated efforts in the final semester of 2023.

Throughout this presidency, we will focus on the human resources challenges that the Public Administration is facing today and in the near future, against the backdrop of profound transformation within society and within the civil service itself. We will address this central topic during the various EUPAN meetings. The ministerial meeting scheduled to take place at the end of February is expected to reaffirm the significance of European collaboration in addressing these challenges.

At the end of last year, we initiated a data collection exercise on HR indicators and other HR insights. We have received responses from no fewer than 30 Member States and observer countries, for which we are grateful. An initial common HR scorecard has been created that will enrich our upcoming discussions.

More specifically, we have selected the following themes that we intend to explore:

• Evidence-based capacity building and HR policy making
• The well-being of civil servants
• Employer branding: attractiveness, diversity and inclusion
• Ethics and Integrity
• The role of AI within the various aspects of HR

I hope that this programme will energise you as much as it energises us. I am looking forward to our future exchanges.

Welcome to the Spanish Presidency

Dear Colleagues,

After 13 years, the Kingdom of Spain starts its presidency in the Council of the EU since 1st July and, therefore, Spain assumes the presidency of EUPAN.

The Spanish presidency of EUPAN is a joint effort of two Directions General under the Spanish Secretariat for the Civil Service – Ministry of Finance and the Civil Service. Please accept our warm welcome expressed in the letter enclosed in the attached Information Paper by Ms. Isabel Borrel (DG for the Civil Service) and Ms. Clara Mapelli (DG for Public Governance).

We thank our dear Swedish colleagues for their hospitality and their work, and we are looking forward to seeing you in Madrid and in Barcelona in the coming months.

As the previous Czech presidency indicated in 2022, this part of the year is usually connected with the beginning of summer vacation period and with a view of taking days off so we will try to request your collaboration in a couple of surveys with enough time to avoid any kind of rush.

EUPAN WL meeting, Stockholm 27 and 28 March

As part of the Swedish Presidency of the Council of the European Union, the Swedish Agency for Public Administration and the Swedish Agency for Government Employers brought together the working group of the European Public Administration network (EUPAN). The meeting took place in Stockholm on 27 and 28 March.

The meeting focused on some of the previously announced priorities for the Swedish EUPAN Presidency:

  • Good administration in European countries: The Swedish Agency for Public Administration presented its study that was conducted within the EUPAN. On this topic, representatives from the academia participated and workshops were held on principles of good administration in a national context and tools to promote a good administration in public administrations.
  • Threats, harassments and violence against civil servants in public administration was addressed in a EUPAN questionnaire and discussions were continued in smaller groups.
  • Additional workshops focused on rule of law in digitalisation and artificial Intelligence and service and accessibility at the Swedish National Government Service Centre.

Welcome to the Swedish Presidency

We are pleased to welcome you to the Swedish Presidency of the Council of the European Union. It is the third time we assume this responsibility.

First, we would like to thank our Czech colleagues. We appreciate the hard work you have done, to the benefit of EUPAN and its members. We are also grateful for the good cooperation we have had within the secretariat, which we hope to build on during our presidency.

In the spring of 2023, we will focus on four main themes:

  • Threats and violence against public servants
  • A good administrative culture
  • Work against corruption
  • Governance of cross-sectoral issues.

We will address the themes in several ways, including a dedicated study, invited speakers and parallel workshops. As the strength of EUPAN lies in its role to facilitate exchange of practices, experiences and views in areas of common interest, we invite you to consider if there are experiences you would be willing to share on one or several of the themes. It is our strong conviction that the EUPAN is at its best when there are interactive discussions. We will therefore strive to organize meetings where we encourage sharing of experiences.

The Swedish presidency of EUPAN is jointly organized by the Swedish Agency for Public Management and the Swedish Agency for Government Employers. Two e-mail addresses will thus be used during the presidency: eupan@arbetsgivarverket.se and eupan@statskontoret.se.

Welcome to the Czech Presidency

On 1 July 2022 the Czech Republic takes over its historically second Presidency of the Council of the European Union. It is our great pleasure and privilege to take on this role and guide work of the EUPAN network for the following six months.

The Czech Presidency wish to build on achievements of previous presidencies and invite you for a discussion and sharing of ideas on the following priority themes of Czech Presidency: 1) transparent and professional civil service (relation of top public managers to political leadership), 2) development of ethical culture and values in civil service, 3) support of innovation using Big Data. We would also like to carry out follow up activities on the international exchange programme for civil servants. Our work will be guided by two important documents adopted during the French presidency, namely the EUPAN Strategy Paper for a period July 2022 – June 2025 and the Strasbourg Declaration on the Common values and challenges of European Public Administrations approved by the ministerial conference in Strasbourg in March 2022.

The Czech Presidency is looking forward to welcoming you in Prague in Autumn and to continue our fruitful cooperation in the EUPAN network.

Fin de la présidence française d’EUPAN – Ending of the French Presidency

Le 30 juin s’achève la présidence française du réseau européen des administrations publiques EUPAN.

 

Parmi les travaux conduits par EUPAN dans le cadre de la présidence française :

  • L’élaboration d’une nouvelle stratégie triennale, qui sera mise en œuvre sur la période juillet 2022 – juin 2025, et l’actualisation du guide de procédure d’EUPAN (handbook) ; la stratégie décline opérationnellement, pour le champ de compétence d’EUPAN, la déclaration de Strasbourg des ministres européens en charge de la transformation et de la fonction publiques sur les valeurs et défis communs aux administrations publiques européennes ;
  • La poursuite des travaux d’EUPAN pour le développement de la mobilité européenne des fonctionnaires, notamment par la préparation de projets pilotes d’échange, la réalisation d’une étude sur son intégration dans les politiques de ressources humaines, l’organisation d’une université d’été réunissant des experts européens du sujet et l’adoption par le réseau EUPAN d’une feuille de route dédiée à ce sujet ;
  • Une réflexion sur le déploiement des nouvelles organisations du travail au sein des administrations publiques, au travers d’une étude et d’ateliers thématiques qui ont notamment permis d’approfondir les enjeux liés au télétravail et à la mise en œuvre du droit à la déconnexion ; ils s’articulent avec l’élaboration d’un accord européen sur la transformation numérique des administrations publiques, dans le cadre du dialogue social européen, et avec la mise en œuvre du socle européen des droits sociaux ;
  • La publication de deux lettres d’informations du réseau EUPAN, dédiées aux politiques de transformation des administrations publiques et au verdissement.

On June 30, the French presidency of the European Public Administration Network (EUPAN) came to an end.

 

Among the work carried out by EUPAN under the French Presidency:

– The development of a new three-year strategy, which will be implemented over the period July 2022 – June 2025, and the updating of the EUPAN handbook; the strategy operationally declines, for the field of competence of EUPAN, the Strasbourg declaration of the European ministers in charge of public transformation and public service on the values and challenges common to European public administrations;

– The continuation of EUPAN’s work on the development of European mobility of civil servants, notably through the preparation of pilot exchange projects, the realization of a study on its integration in human resources policies, the organization of a summer school bringing together European experts on the subject and the adoption by EUPAN of a roadmap dedicated to this subject;

– A reflection on the deployment of new ways of working within public administrations, through a study and thematic workshops that have notably allowed to deepen the issues related to telework and to the implementation of the right to disconnect; they are linked to the elaboration of a European agreement on the digital transformation of public administrations, in the framework of the European social dialogue, and to the implementation of the European Pilar of social rights;

– The publication of two EUPAN enews, dedicated to the transformation policies of public administrations and to greening.

EUPAN DG Meeting – Paris, June 15th and 16th

  • La définition d’une nouvelle stratégie du réseau EUPAN qui entrera en vigueur le 1er juillet 2022 pour une période de 3 ans : elle déclinera de manière opérationnelle la déclaration adoptée à Strasbourg le 17 mars par les ministres européens chargés de la transformation et la fonction publiques.
  • L’adoption d’une feuille de route sur la mobilité européenne des fonctionnaires : le réseau EUPAN pourrait s’impliquer au long terme sur ce sujet, notamment par le déploiement de nouveaux échanges entre administrations des Etats membres et de la Commission européenne. Ces actions pourront être complétées par la construction d’outils de préparation et de suivi communs à destination des agents concernés, de leurs managers, et des professionnels des ressources humaines.
  • Les nouvelles organisations du travail et flexibilités organisationnels : les travaux de la présidence française ont notamment couvert les conséquences de long terme de la crise sanitaire pour les administrations publiques (télétravail, aspects organisationnels, évolution des métiers). Un point spécifique a aussi été consacré à la négociation d’un accord sur la transformation numérique dans le cadre du dialogue social européen.

 

Cette rencontre a été suivie par la réunion le 17 juin à Paris du comité sectoriel de dialogue social pour les administrations d’Etat et fédérales, la première entièrement en présentiel après deux années de travaux à distance, consacrée notamment à l’attractivité et la transformation numérique.

As part of the French Presidency of the Council of the European Union, the General-Directorate for Administration and the Civil Service (DGAFP) brought together the Directors-General of the European Public Administration Network (EUPAN) in Paris on 15 and 16 June.

The meeting addressed several issues that have been at the heart of the work carried out by the French Presidency since 1 January:

  • The definition of a new strategy for the EUPAN network, which will come into force on 1 July 2022 for a period of three years: it will implement the declaration adopted in Strasbourg on 17 March by the European ministers responsible for public administration and transformation.
  • The adoption of a roadmap on the European mobility of civil servants: the EUPAN network could be involved in the long term on this subject, notably by the deployment of new exchanges between the administrations of the Member States and the European Commission. These actions could be completed by the construction of common preparation and follow-up tools for the staff concerned, their managers and human resources professionals.
  • New ways of working and organisational flexibility: the work of the French Presidency covered the long-term consequences of the health crisis for public administrations (teleworking, organisational aspects, changes in jobs). A specific point was also devoted to the negotiation of an agreement on digital transformation in the framework of the European social dialogue.

This meeting was followed by the meeting on 17 June in Paris of the sectoral social dialogue committee for state and federal administrations, the first entirely face-to-face meeting after two years of remote work, devoted in particular to attractiveness and digital transformation.
