Cyprus Presidency 2026

Dear EUPAN Colleagues,

As the Cyprus Presidency of the Council of the European Union during the first
half of 2026 comes to an end, we would like to express our sincere appreciation
to all EUPAN members, observer countries and cooperating institutions for their
participation, active engagement and constructive contributions throughout this
term.

Reflecting on the past six months, this period has been characterized by
constructive dialogue, strong collaboration, and meaningful discussions that
greatly enriched our work within the Network.

During the Cyprus EUPAN Presidency, activities and discussions were
centered around three priority themes:
• Strategic Human Resource Management, with a focus on strategic
workforce planning and future skills;
• Evidence-Based Human Resource Decision-Making, supporting the
use of data and analytics in public administration.
• Strengthening Participation and Trust, through citizen-centric
services and digital transformation;

These themes were explored through the survey on “Retention of HR Data
and Evidence-Based HR Decision-Making in the Public Service”, as well
as during the two Presidency meetings held at Working-Level and DirectorsGeneral level.

Both meetings feature a rich and diverse programme of plenary
sessions, presentations, panel discussions, interactive workshops and a
fireside chat, providing valuable opportunities to gain insights, exchange ideas,
share practical experiences and explore innovative approaches to common
challenges.

A key message emerging from the discussions was the need to harness
technological innovation while maintaining a strong focus on people,
leadership, skills and organizational culture. The exchanges highlighted both
the opportunities and challenges arising from digital transformation, together
with the growing role of data-driven approaches in supporting effective public
administration and practices. Particular attention was also placed on
strengthening citizen trust, fostering participation, and enhancing service
quality as essential elements of modern, responsive and inclusive public
administration.

We trust that the outcomes of the Cyprus Presidency have contributed to
strengthening collaboration within the EUPAN network and have provided
valuable input for its future work.

As we formally hand over the EUPAN Presidency to our Irish colleagues, we
extend our warmest wishes for a successful and productive term ahead. We
look forward to supporting their efforts and to continuing our collaboration within
the Network.

Thank you once again for your support, engagement and contribution
throughout this Presidency. We remain committed to our continued cooperation
and look forward to engaging with you in the coming EUPAN meetings.

Cyprus Presidency 2026

Dear EUPAN Colleagues,

It is a great honour for Cyprus to assume the Presidency of the Council of the European Union
on 1 January, 2026 and therefore to undertake the Presidency of European Public
Administration Network (EUPAN). Cyprus EUPAN Presidency is dedicated to advancing the
Network’s collaborative efforts, promoting innovation and excellence across public
administrations throughout the EU.

We extend our sincere appreciation to the previous presidencies for their dedicated leadership during the previous terms, which provides a foundation for us to build upon and further advance the goals of EUPAN.

During Cyprus Presidency, the EUPAN meetings will focus mainly on three (3) areas:

• Strategic Human Resource Management: Emphasizing the sharing of experiences related to strategic workforce planning, this area will examine the evolving workforce landscape in
public administration and highlight the skills needed for the future.

• Strengthening Participation and Trust: This involves enhancing the delivery and
sustainability of high-quality public services through digital technologies. Key topics
include open government initiatives, co-creation and participatory practices, and the
advancement of citizen-centred digital public services.

• Evidence-Based Human Resource Decision-Making: Insights gathered from Member
States through the recently shared questionnaire will be presented and discussed. This
will support the exchange of good practices on leveraging measurable data to identify
organizational gaps and foster growth amidst digital and green transformations.

We trust that you will find the agenda both valuable and engaging and look forward to
meaningful exchanges throughout our Presidency.

We look forward to welcoming you to Cyprus and to exploring together themes of mutual
interest.
