Portuguese Presidency of the Council of the European Union
Portugal assumed the Presidency
of the Council of the European Union as from 1 July to 31 December 2007.
During this period an intensive work was carried out in the EUPAN
framework, with a view to complying with the mandate that was assigned by
the Ministers responsible for Public Administration to the Portuguese
Presidency, with particular emphasis on the preparation of the Medium Term
Programme 2008-2009 and the joint framework for the European Social
Dialogue Test Phase (2008-2009) for central government administrations,
along with the work programme set by the working groups, that in the case
of IPSG was responsible for the organization of the 3rd European CAF Event (more).

Medium Term Programme 2008-2009
A new work programme for EUPAN Working
Groups and new methods to enhance cooperation between them was approved by
the Directors-General responsible for Public Administration at their
49th meeting held in Lisbon
on 10-11 December 2007. This new framework establishes a horizontal
approach to deal with the subjects that were chosen for 2008-2009 (more).
First Learning Team (LT) on Administrative Burdens
The first LT created in EUPAN held its first meeting on 29 January
with the participation of 14 countries.
The two main goals of this LT is to develop a methodology to
benchmark and exchange European best practices in the field of reducing high
impact administrative burdens for citizens and exchange of experience and
to gain practical knowledge of national approaches and methodologies to
measure burdens and to identify possible improvements and actions for
simplification. Good work!
