The Most Friendly Office Competition in Polish Government Administration

Five years ago the Head of Civil Service in Poland launched the Friendly Administration Programme. At that time it was a completely innovative idea to think that administration can be friendly. The administration at the time had a very bad image. It was considered as archaic, unfriendly, incompetent and inefficient.
The task was not only to change administrative thinking but also to encourage citizens to demand what was their right â€" professional, efficient public services within a reasonable timescale.
The Friendly Administration Programme has three key aims:
1. building a modern and citizen-friendly administration,
2. improving the effectiveness of administration,
3. increasing clients’ satisfaction.
