Resolutions adopted at the 43nd meeting of the European Directors-General (Maastricht 22nd and 23rd November 2004)


RESOLUTIONS

1.Ministerial Substantive Troika+
Having taken into account the Memorandum of Understanding, the Ministers responsible for the Public Administration and e-Government from Ireland, Luxembourg, Italy, the United Kingdom and the Netherlands, in the presence of the vice-president of the European Commission, agreed at their meeting on 4 November 2004 in their capacity as members of the extended Troika,

The Directors General of Public Administration

1. Agree that excellent performing Public Administrations can also make a significant contribution to developing the most competitive knowledge economy of the world, i.e. to the Lisbon agenda;
2. Welcome the political support for including Public Administration in the Lisbon strategy, for the activities of EPAN in this respect as expressed in the MoU and for innovation in public administrations;
3.Agree that more attention and effort is necessary from the Member States and from the European Institutions, so that the national public administrations become an important factor in the realisation of the Lisbon objectives, and to promote the importance of an excellent functioning public sector as a contributor to realising the Lisbon Agenda, in the national preparations for the Spring Council;
4.Agree to set up an ad-hoc Lisbon group to explore the possibilities of EPAN for contributing to the Lisbon goals. The aim of the ad-hoc group is to identify what can be done by all the working groups which make up EPAN to enhance the policies set out in the Lisbon process.
5.The group will prepare an integrated plan of activities (working plan) that can be carried out within the working groups of EPAN, the contents of which will be integrated in the MTP and will be discussed by the full circle of Ministers during the Luxembourg Presidency. In their report, the ad-hoc group could also analyse how European programmes could be supportive. The Memorandum of Understanding could be taken as helpful in that regard. The resulting activities will be carried out by the working groups of EPAN.
6.The ad-hoc group will start its work as soon as possible, and the chair will be organised by the Troika of the Directors General. The ad-hoc group will be dissolved when the new Mid Term Programme is finalised and accepted. The co-ordination and progress will be monitored by the Troika of the Directors General.
