The formal accession to the European Union on 1 May 2004 of ten new Member States was a defining moment in the history of Europe and a key part of the Irish Presidency.

Note with appreciation the readiness of the new Member States to share their experiences and participate in the exchange of good practice in public administration.
The Directors General value the significant work carried out during the Irish Presidency in preparing for the enlargement of the Network and in particular the steps taken to obtain the views of the new Member States on the issues addressed in the Framework for implementing the EPAN Evaluation and the Report of the Task Force on Enlargement?, which put forward proposals to improve the operation of EPAN at the Network level (including the operations of the Directors General, the DG Troika and the Secretariat) and the level of the Working Group (IPSG, e-Government and Human Resources Management).
