Performance Contracts for Senior Civil Servants In Malta

In Malta all senior civil servants are appointed on the basis of renewable performance contracts. The introduction of contractual appointments on such a scale was a radical measure which has been implemented in only a few countries as yet. It was intended to make senior managers in the Maltese Public Service more accountable for their performance.
