At the initiative of the Federal Ministry of the Interior and in the framework of the German EU Presidency, a European expert conference took place in Brühl on 2 May 2007 to discuss European countries' experience with demographic change and its impact on the public sector. The conference was attended by experts from Germany and other European administrations. They addressed the key issue of how the ageing public sector can work efficiently and effectively with only limited resources. First, two government strategies dealing with this topic were presented. In this respect, the Northern European countries show the way ahead. Next, the focus moved to two further aspects: human resources management and service infrastructure. Following introductory speeches, two parallel workshops were held. The presentation of good practice examples is intended to demonstrate possible actions and encourage active policy planning. Human resources management: 

At this workshop participants discussed possible impacts of demographic change and an ageing workforce on human resources management. They identified important instruments such as efficient IT use, knowledge management, lifelong learning, awareness-raising among executive staff, health promotion, etc.

Infrastructure and services:

The issue of public sector infrastructure and services in an ageing society was discussed in three presentations. They gave examples of possible solutions at regional and local level and informed about collections of good practices.
